Chemistry-
High pH and Low Chlorine levels will cause Cloudy Water and It is unsafe to swim. Your Chlorine reading should be at least 3-5 ppm and 7.2 to 7.4 on the pH specially with warm weather and rainy months.

High content of organic and inorganic material in the water can deplete your chlorine levels resulting in cloudy water. Add an Enzyme remover to your pool. In addition, remove dirt, leaves, and toys.
Circulation-
Stagnant water will definitely create cloudy water. Ensure your pool water is moving in a circular movement. Open your Main Drain and Skimmers.
Filtration-
You may have proper chemical levels and great circulation of the water but If your filter is clogged or old, rest assured that you will get Cloudy Water. Replace your filter once a year; Once replaced clean your filter once a month to keep clean and clear water. Increase your timer to 8-10 hours per day during the swimming season, warm months and rainy months.
